Call volume drops way low

When I take a Skype call through RB through VAC, the voice volume of both my voice and the caller's voice drops WAY low.  What causes that?  The volume of the VAC lines are all cranked up.  Skype volume in Skype settings is also cranked up.

I figured this out; there is a setting in volume properties that says something like, "When you receive a call, drop volume automatically to 80% reduction, 20% reduction, mute all sounds, or do nothing."  You have to pick do nothing as drop 80% is the default.
