Could be a bug with caching, for some reason RadioBOSS decices it doesn't need to load a waveform. Added to the list of bugs.

Mute is actually Mute Monitor - it only mutes the Monitor sound card and not the Main. Yes, this is in the dev queue for the next update. I'm not sure about the additional work zone naming, usually #1 is not named and other do, like they do with movies/games.
