Issues with play list and cart when music changes to next track?

I have been getting this issue tonight its quite annoying, and the play list is annoying as well every time on a track change the list will try to load the one playing over the one I have selected the cart it self messes up bad.

When dragging a track into the play list the play list goes all glitchy like how you win solitaire on windows xp.

OBS is bad on recording drains my pc dry.
