You can schedule music update event (in Music Library, Tools->Schedule automatic library update). It can automatically normalize the tracks while adding them to the library, it should fix the loud sound problem.
Unless you adjusted time shift in RadioBOSS (it's in the settings) its time is the same as system time. If you need to adjust time for template, you can use calculations e.g. ?-1n - deduct one minute. Details are in the user manual: https://manual.djsoft.net/radioboss/en/scheduler_options.htm
It is not the same as the system time. I have 2 times radioboss on the same system. 1 is good the other is not. I can also only set vst at 1, the others can't either.
RadioBOSS queries the system to get the time. It can't be different from the system's time because of that. There's an option to change time zone from within RadioBOSS - in Settings->View.
If you have multiple instances installed, they work independently and both have the same feature set. Some VST plugins may not allow multi-instancing, though. In this case you should make copies of them.
