I need to schedule the announcement of the time automatically. How is it done in RadioBoss Cloud?

The simplest way would be to schedule en event to repeat every hour, and specify the file name using playlist templates: https://www.radioboss.fm/radioboss-cloud/scheduler-file-name-templates/
