smart handling of voice tracks

Is it possible to have a voice track play at, or close too, the beginning of a file, but with a bit of conditioning behind it? If a voice clip is shorter than the intro start the song ducked, then bring the voice in a second or two later. If the voice track is longer than the intro, use the current behavior. It sounds odd to me to have most of an intro play, with the presenter seemingly jumping in at practically the last minute.

I either insert a voice track, or in the case of information I want played randomly as talkover, I schedule an event to play a random file in a folder designated for voice tracks.
