It will severely depend on the order in which the blocks are created, and in any case, would be hard to predict. If the order matters, I think a better solution would be to create two separate ads and start them when appropriate.

Playlist Generator does create .m3u files, as its purpose is to create the playlists. Why create a different tool that does the same?

Currently RadioBOSS only supports detecting DTMF tones, if your tones are different, then I'm afraid it's not directly supported by RadioBOSS.

Yes, all tracks in the event will have the same title. You can create different events, or, alternatively, create a playlist with URL and other items, in this case you will be able to set the title for URL only.

Essentially it works like this, but the list is shuffled first. In any case, each track is selected the same amount of times (with a minor exception - depending on how many ad blocks are there, some tracks may be selected exactly one time more than others).
