first you have to download the files for the time announcement at https://www.djsoft.net/enu/download.htm#
Then click on Playlist/Add time announcement and enter the location where you saved the files.
Or you use the cartwall, click on a field and select Time announcement
There is no shortcut for the Time Announcement

Currently not. You can add the time announcement to Cart Wall and use it from there.
