Doesn't reproduce here with 200% scaling. I'll add this for further investigation, but it's highly likely that it's specific to your system. Maybe try rebooting the computer?
With different combinations of monitors and scaling, it doesn't reproduce here. E.g. main monitor at 100% scale and second monitor at 125%, all windows look as they should. So this looks something that's specific to your system - I'm not sure there's anything we can do about it from our side.
