Is there any wau that I can dowload a newscast via FTP in radio boss cloud?

You can play it directly as any network stream, specifying the link to the file, e.g. ftp://example.com/file.mp3.

I have tried that method but for some reason it keeps cutting the news short...it cuts it off befere the end for both the top of the hour and bottom the hour .

RadioBOSS Cloud will play it to the end, it does not cut the stream itself. But the server may cut it for some reason (e.g. bot protection).
