how to generate exactly 1h playlist (tolerance 1 min) is there a 3rd party tool?

in playlist generator pro when I generate a one hour playlist, the tolerance very big some times 1:13 or 1:07

I have many many tracks, so a desired tool can select suitable tracks to fit one hour exactly.

it will be great if small tolerance < 60 seconds.

I search on the net, but I can't find a tool that build or generate m3u playlists with this feature.
 
If you use crossfading with the "Trigger Mix At" option enabled (when it automatically detects the Mix point) and also if you're also using use Gap Killer to trim silence, the generated playlist duration will change - generally, the playlist becomes 1-2 minutes shorter because of those options. That's why Playlist Generator Pro makes playlists longer than 1 hour.

Note that generally creating an exact-duration playlist requires a huge music library.

Easiest, and more reliable way to achieve an exact 60-minute playback duration with no interrupted tracks is to use Sweepers in the scheduler: http://manual.djsoft.net/radioboss/en/scheduler_options.htm (see the "Insert a sweeper..." option).

Not always - you can have sweepers which are longer (one-two 5 minute sweepers for example). Terminating a sweeper is not that bad as terminating a song in the middle.

The problem is that if sweeper is finished earlier, next EVENT will start earlier too and that is not good at all.

That's fixed easily: you just need to have at least one sweeper that is longer than "Maximum time to fill" setting.

I will explain in more details,
I have a music library contains thousands of tracks, tracks with different length begins from 20 seconds, to maximum one 57 minutes,
I want to generate 1 hour playlist,

when I click Generate button, it gives me big results:

1:17:23
1:46:12
1:24:57
too long!!

my music library contains thousands of tracks with different lengths,
the generator tool should be genius to choose good lengths to fill one hour

As I said, it's not as easy as it seems on the first sight. The "Trigger mix" and "Gap killer" features change tracks duration. Also, even thousands of tracks may not be enough to fill exactly 1 hour because of separation rules ("do not repeat artist for ... minutes" and others). Especially if you have extended no-repeat periods like 2-3 days.

In the past (ca 2007) we've released a tool which worked the way you describe - tried to generate exactly a specified duration of music. This didn't work out: most (90%) of the people simply received a message "can't find appropriate track in the library".

Sweepers are easier and more reliable way to do the task.

another issue, If I checked "use this category only once(do not loop)" in categories.
it gives me small playlists,

Do you have any other categories in the rotation?

The "do not loop" option is usually use for block intro/outro purposes. You shouldn't check it for other categories.
