Weather intro with bed overlay

How can I schedule a weather intro, "weather" sung, then music bed. I would like the spoken weather report to overlay the bed. I created a file type "bed" and set it up to overlay. I scheduled both events in time sequence on the work computer. Sometimes they run together, other times not. I tried adjusting the intro time on the bed to keep the weather read from firing too early. Any ideas?
