Ads Position

Good afternoon, does anyone know how to change the order of ads in the scheduler without using priorities (manually, dragging for example)? With ad priorities in each block, the priority is always the same. For example, I would like: ad 1 at 8 am in position 3, ad 1 at 9 am in position 7.
