Hello, I have a little problem with the advertising programmer, it turns out that when the power goes out and the PC restarts, all the adverts programmed lately are deleted.

You should always properly shut down the PC. Otherwise, some files may become corrupter or removed. That's why you see that some changes are not saved.
You should use UPS: https://en.wikipedia.org/wiki/Uninterruptible_power_supply
Better, use UPS that connects to the PC and shuts it down properly when battery power is low and there's still no electricity.
