I can not use DSP Stereo Tool does not appear in the list. (winamp installed)
When I press "Open plugins folder" legend appears: "The directory does not exist"

I think you should try reinstalling it.

I have and it is the same,
Even install in another pc with windows 7 64 bit and same thing happens.
I just installed the previous version and not the plugins appear.

But before with the same version Use stereo tool in windows 7 32 bit.

So here I am almost certain that the problem is due to the folder where RC searches for plugins (which for 64-bit operation systems is another)

Windows version and architecture is not an issue here. Probably it's a bug, I've added it to the list.
