You can do a HTTP request to your own script, which, in turn, does a request to Twitter. I can post you an example if you like.

Well, I configured/uploaded everything.  It ran without an error or a tweet.  Hmm.

Try running the script manually from your web browser, it'll show you the reason why tweet can't be posted.
Also make sure you've given "Read and Write" permissions for your Twitter app, this is important.
