I need to remove a minute of commercials

I need to remove 1 minute of commercials inside a 3 and one half minute mp3 or wav file.  I have an automated download, but need to have 1 minute of play then cut 1 minute of commercials then resume play.  I have seen other  sytems where start point and end point are marked to begin and end play.  Since the file is updated every hour Tracktool will not work because the file is replaced each hour so that information is gone.  Any ideas or am I asking for too much? It's a very specific problem and I'm afraid it cannot be done automatically without using any 3rd party tools.

RadioBOSS can start any command by schedule - so you can run .cmd or .bat file which will do everything you need.

One of the options will be to use command-line APEv2 tag editor to set start/end points for tracks: "CueIn" is the start point in milliseconds, "CueOut" is the end point.
