I don't think this is possible to do it as you proposed... Can you please give more information on why priority doesn't work well - probably we can offer you some solution.

Priority works more randomly than in order. Anyway I will do not bother you with this issue. I use ads in playlists, arranged in order I want.

Yes, it's random in case when 2 or more ads have the same priority...
